“RURAL ASSETS CREATION PROGRAMME”

 

CONSULTING SERVICES: QUALITY AND COST-BASED SELECTION

This “Request for Expression of Interest” follows the General Procurement Notice for this Programme, published in the UN Development Business UN331 N 802, on June 24, 2011.

 

The Republic of Armenia /hereinafter, the Borrower/ received a grant from the International Development Agency of the Danish Kingdom  /hereinafter, referred to as  DANIDA/ for the implementation of  the “Rural Assets Creation Programme” /hereinafter, referred to as RACP/ with the aim of supporting the target population and intends to use  part of these funds for the procurement of consulting services.

 

The objective of selecting the Consultant is provision of gratis technical support to the farmers (physical and legal persons) applied to Participating Financial Institutions for getting credits within the “Rural Financing” (Horticultural Credits) Component of “Rural Assets Creation Program”.

 

Services. The Assignment consists of the following:

 

  1.  Development of brochures and booklets. Provided with relevant materials by the Client, the Consultant is expected to produce, print and disseminate technical guidance brochures, as well as booklets describing the Component Loan Product.

  2. Technical Consultancy and field visits. It is expected that the Consultant would work for some 700 man-days providing direct technical consultancy to farmers who have received or intend to take loans to establish orchards, such technical consultancy being provided either in the field or from the home office. The objective of such technical consultancy is to assist the farmer in 1) deciding whether to take a loan for orchard establishment; ii) successfully establish an orchard.

  3. Field Visits. It is expected that the Consultant would provide direct technical consultancy to farmers who have received or intend to take loans to establish orchards. For the newly established orchards approximately 15-18 visits will be needed during one year, while for the already established orchards undertaking 5-6 visits would be enough. In addition, 2-3 visits is required for the farmers who are on their way of receiving loans. During the field visits the Consultant would check upon the application of inputs/technologies advised.

     

    The “Rural Areas Economic Development Programmes Implementation Unit” SA under Government of Armenia Staff invites all interested and qualified organizations to submit Expression of Interest to participate in the upcoming tender of selecting the Consultant for implementation of the aforementioned assignment.

     

    The Expressions of Interest shall include the following documents.

     

 

  • Application Letter addressed to the Director of the PIU;

  • Copy of State Registration Certificate;

  • Authorization Letter for the person signing the Expression of Interest;

  • Information about implementation of similar consulting assignments of previous 5 years (experience in conducting including the names of projects and clients, contract prices, implementation dates, satisfactory evidence of consulting activities, developments and programmes, etc. 

  • Copy of JV agreement in case the application for Expression of Interest is submitted on behalf of a JV;

  • Information about work experience CVs;

     

     

    Expression of Interest shall be submitted in English, 1 original and 1 copy.

    The proposed duration of the services is 12 months.

     

    The Consultant shall be selected in line with the procedures set forth in the Procurement Guidelines published by IFAD in September 2010. For more information contact us at the address mentioned below from 09:00 to 18:00.
