History

 

Since 1995, 8 projects have been implemented in Armenia through project implementation units using the loans provided by the International Fund for Agricultural Development (IFAD):

  • Irrigation System Control Project (implemented under the coordination of State Water Committee);
  • North West Agricultural Services Project;
  • Agricultural Services Project;
  • Production Infrastructure Rehabilitation Program;
  • Infrastructure and Rural Finance Support Program;
  • Farmer Market Access Program;
  • Rural Assets Creation Program;
  • Infrastructure and Rural Finance Support Program;

By the RA Government Decree of 1998, North West Agricultural Services Project Coordination Unit was established, to which the current State Agency “Rural Areas Economic Development Programs Implementation Unit” Staff of the Government of the Republic of Armenia is the successor.

 

 

By the RA Government Decree No. 715 of August 7, 2001, a decision was taken regarding the measures for putting into action the Agricultural Services Project Loan Agreement signed between the Republic of Armenia and the International Fund for Agricultural Development on June 30, 2001, and ratified by the National Assembly of the Republic of Armenia on April 30, 2001, by which the Ministry of Agriculture of the Republic of Armenia was appointed as the main executing agency for the Agricultural Services Project and was responsible for the implementation of the project.

Agricultural Services Project Steering Committee was established, the charter and composition of the committee were approved, as well as the State Agency "Agricultural Services Project Coordination Unit" was established to carry out the administrative, financial and operational activities under the project.

State Agency "Agricultural Services Project Coordination Unit" in turn was the successor to the "North West Agricultural Services Project Coordination Unit".

 

To put into action the Rural Areas Economic Development Program Loan Agreement signed between the Republic of Armenia and the International Fund for Agricultural Development on January 28, 2005, and ratified by the Republic of Armenia National Assembly on May 2, 2005, the Ministry of Agriculture of the Republic of Armenia was considered to be the main executing agency of the Program by the RA Government Decree No. 592-N of May 19, 2005.

To carry out the administrative, financial and operational activities under the Rural Areas Economic Development Program, the State Agency "Rural Areas Economic Development Program Analysis and Administration Unit" was established.

 

By the above said decree, Rural Areas Economic Development Program Coordinating Committee was established.

By the RA Government Decree No. 592-N of May 19, 2005, the "Agricultural Services Project Coordination Unit" ceased its activities due to the completion of the Agricultural Services Project.

The State Agency "Rural Areas Economic Development Program Analysis and Administration Unit" in turn was the successor to the State Agency "Agricultural Services Project Coordination Unit".

 

The Production Infrastructure Rehabilitation Program Loan Agreement signed between the Republic of Armenia and the OPEC Fund for International Development on January 17, 2007, was ratified by the RA National Assembly on February 27, 2007. This Program was implemented by the "Irrigation Systems Rehabilitation" PIU SA, which has no relation to the current PIU.

 

 

 

To put into action the Financing Agreement for the Rural Assets Creation Program signed between the Republic of Armenia and the International Fund for Agricultural Development on November 30, 2010, and ratified by the Republic of Armenia National Assembly on April 15, 2011, by the RA Government Decree No. 461-N of April 28, 2011, the Staff of the Government of the Republic of Armenia was deemed as the main executing agency (authorized body) for the Rural Assets Creation Program.

By the RA Prime Minister's Decree No. 392-A of May 5, 2011, the Rural Assets Creation Program Steering Committee was established.

By the RA Prime Minister's Decree No. 653-N of June 12, 2011, the Charter of the Program Steering Committee for the Rural Assets Creation Program and Farmer Market Access Program was developed.


By the RA Government Decree No. 461-N, Paragraph 3 of the RA Government Decree No. 592-N of May 19, 2005, on measures for entry into force of the Rural Areas Economic Development Program Loan Agreement signed between the Republic of Armenia and the International Fund for Agricultural Development on January 28, 2005, was repealed. Thus, State Agency “Rural Areas Economic Development Programs Implementation Unit” Staff of the Government of the Republic of Armenia became the successor to State Agency "Rural Areas Economic Development Program Analysis and Administration Unit".


Currently, State Agency “Rural Areas Economic Development Programs Implementation Unit” Staff of the Government of the Republic of Armenia is implementing the Rural Assets Creation Program and the Infrastructure and Rural Finance Support Program.
