3. Agricultural Services Project
The project, in line with IFAD's poverty reduction strategy and the RA Government's similar strategy, had set the task of supporting the development of agriculture, through rehabilitation of irrigation systems and promotion of seed production. Although the program covered the entire territory of the country, the main support was directed to the most disadvantaged and vulnerable regions. Through microfinance programs, support was provided to rural households that did not have the opportunity to practice intensive agriculture. One of the project's objectives was seed production and the organization of its certification and distribution to private sector enterprises. Special support was provided to the establishment and strengthening of Water User Associations as management and maintenance tool for irrigation systems. Microfinance was mainly channelled to the promotion of non-agricultural activities in rural areas. It was mainly carried out by village associations and the Agricultural Cooperation Bank of Armenia.
